The Danville CCSD 118 Board of Education voted unanimously to authorize a property tax abatement and approve expanding the local enterprise zone to include a 50-acre parcel northwest of Newell and Bowman.
The board approved the measure after hearing a presentation from city representatives describing the enterprise zone incentives and how the proposed addition would work. A city speaker summarized the tiered abatement schedule: a 25% abatement on increases for investments of $0–$999,999, a 50% abatement for investments of $1,000,000–$10,000,000, and a 75% abatement for investments above $10,000,000, each for 10 years. The resolution presented to the board also includes an additional 50% abatement for years 11–15 for nonresidential projects in the parcel, based on the language in the draft before the board.
Board members asked for clarifications about geography, taxing bodies and the legal basis for the action. A city representative told the board the proposed addition covers a single parcel adjacent to the airport and that the expansion was being sought to speed the approval process for a specific development opportunity. He said the abatement applies only to the increase in assessed value resulting from new investment and that existing taxable value would continue to be collected by taxing bodies, including school districts. He also said each taxing body touching the parcel must approve the resolution for it to take effect.
During the discussion a board member asked a commonly raised policy question — whether such abatements could be considered “corporate welfare.” The city representative responded that large employers compare incentive packages across jurisdictions and that offering the abatement is a tool to compete for projects that otherwise might locate in other counties or states.
The motion to approve the city’s recommendation carried on a roll-call vote of 7–0.
The board’s approval authorizes the district to support the city resolution expanding the Vermilion County/Danville enterprise zone for the specified parcel, subject to the condition that every affected taxing entity also approves the change.
