The commission’s recommendation follows a presentation by Cascadia Consulting and a public‑hearing period during which a consultant described the state requirement behind the work and explained how the plan inventories emissions, including optional “scope 3” sources such as air travel.
Cascadia principal Maddie (Cascadia) told commissioners the 2023 Legislature amended the Growth Management Act through House Bill 1181, which now requires cities and counties to plan for reductions in greenhouse‑gas emissions and to increase community resilience to climate impacts.
