Terrell City Council approved a downtown special-event calendar for 2026 on Oct. 7 and directed staff to develop clearer procedures and budget guidance for nonprofit event sponsors seeking city support.
Raylan and other municipal staff presented an updated special-event application process and a recommended 2026 downtown calendar focused on four primary events: Taco Fest (May), a combined October event (consolidating British Bash, Mural Walk and the car show into an October festival described in the meeting as "Planes, Trains and Automobiles" on Oct. 3), and two December downtown events (a tree lighting and a downtown holiday day on Dec. 11–12). The calendar reflects an existing contract with the Chamber of Commerce to stage several downtown events.
Staff said they have tightened the application so public-safety plans, barricades and operational details are provided earlier in the planning cycle; staff also requested guidance on whether council wants to treat requests for direct city funding as part of the annual budget process. Council members discussed past practice (for example, assistance given historically to Juneteenth and July 4 events) and agreed that prior-year funding should be compiled and presented so council can decide whether to continue support.
Councilmember Donna Renee Anderson moved to approve the four downtown events; Councilmember Stephanie Holmes Thomas seconded the motion. Council approved the downtown calendar by unanimous voice vote among members present.
