Planning staff said religious housing is permitted in all zoning districts, but the applicant specifically proposed a mobile home for a parsonage and that AR‑1 does not permit mobile homes; AR‑2 would allow the proposed use. The parcel is adjacent to a commercial area on the future land‑use map, staff added. The applicant, Sandy Trent, described modest plans to add kitchen and shared space for older church members and confirmed the proposal is to place a single mobile home and build a small parking area. No public opposition spoke at the hearing.
After discussion, the board voted unanimously to recommend approval; the item will be sent to the Board of Commissioners for final decision on Nov. 4. Any development must comply with setback and site requirements and obtain required permits.
