The Augusta Georgia Planning Commission voted to approve a rezoning request (Z-25-29) by Purpose Holdings LLC on behalf of Good News Church Inc. to change zoning for the eastern portion of a 4.08-acre parcel at 400 Warren Road to R1E, enabling a single-family residential subdivision of 30 detached cottages.
Staff said the proposal calls for 30 detached two- and three-bedroom cottages on fee-simple lots averaging roughly 1,980 square feet, with units sized about 800 to 900 square feet and approximately 25% of the site preserved as common green space, including a proposed dog park. Public water and sanitary sewer are available and FEMA maps show the site is not in a special flood hazard area; staff found the rezoning consistent with the 2023 comprehensive plan.
Petitioner Nick Teske of Purpose Holdings told the commission he met with the Montclair homeowners association and provided more detailed plans since the prior hearing. Teske said the applicant committed in the application to build detached single-family homes only.
Nearby resident Kathleen R. Kennedy objected during public comment, raising concerns that small lots and the proposed 800–900-square-foot homes could become rentals or Section 8 properties instead of owner-occupied houses, and that there were limited comparable sales to support buyer financing. Teske and staff both said the application specifically requests detached single-family dwellings only and that sale or rental decisions will follow applicable regulations; staff recommended approval with conditions that the development substantially conform to the submitted concept plan, provide sidewalks along both sides of internal streets, ensure no dwelling be within a 150-foot radius of the telecommunications tower, and obtain final plat and subdivision approvals and code-compliance inspections before construction.
A commissioner moved to approve staff recommendations; the motion carried. The planning commission’s recommendation will be forwarded to the full Augusta Commission for final action on Oct. 21.
