Richland County commissioners approve routine contracts, hires and an engineering amendment

Personnel and operations approvals included the hiring of Grace Lutzner as a part‑time deputy for the dog wardens’ office at a starting rate of $19.40 per hour with a one‑year probationary period; a Columbia Gas utility permit to replace a 1‑inch gas service line under Washington North Road; and authorization of a termination at Dayspring effective Oct. 9, 2025. The board approved the termination request as presented.
The board also approved amendments to the engineering contract with Karpinski for the County Administration Building chiller project. County staff said the amendment changes the scope — moving from a plan that would have kept the existing chiller and added a redundant unit to a proposal to install a dual‑compressor unit and remove the existing chiller for engineering and structural reasons — and that the amendment does not change the cost of the engineering contract itself though it may affect overall project costs.
Travel approvals to the County Commissioners Association of Ohio (CCAO) winter conference were granted for administrative staff and commissioners; the transcript shows at least one abstention during the travel approvals. The board recessed after completing these regular items and returned at 10 a.m. for the property‑tax discussion.
