Skagit County updates strategic-plan scorecard, readies public ClearPoint site; staff roll out employee survey

Skagit County commissioners on Oct. 21 heard quarterly updates from staff leads on the county's 2022 strategic plan and the transition to a balanced-scorecard model hosted in ClearPoint software, with a public-facing site planned for February 2026.

Deputy Administrator Jennifer Johnson and KFA (key focus area) leads told the Board of County Commissioners the ClearPoint rollout will run in two phases: an internal implementation already underway and a public website staff plan to publish after finalizing content in January. Communications Manager Jen Rogers said the public pages will include goal descriptions, why measures matter and the initiatives supporting them.

The presentations emphasized tools and near-term initiatives aimed at workforce stability and service delivery. Donnie LaPlante, assistant director of human resources and risk management, previewed an employee satisfaction survey the HR-led KFA expects to field on Dec. 1; he said the draft has about "roughly 60 questions, 12 different categories," covering pay, workload, management effectiveness and career development and that the county plans to use the instrument annually to track change. He also reported deployment of a new performance-evaluation tool in March 2025 and that evaluations tracked through that system rose to about 20% in 2025 versus about 13% for all of 2024.
