During discussion before the vote, Stannard described a variety of protests that he said are pending, including disputes involving a Holiday Inn, hotels, and hog confinements. He said many protests relate to the amount of personal property and equipment taxpayers reported and that those cases make up an extensive backlog. Stannard advised the board that staff would attempt to reach agreements with taxpayers where possible before taking matters to TURK, but that unresolved cases would proceed to the hearings process. He noted TURK proceedings can require testimony from commissioners who attend.
Adams moved to approve the appointment and Claybaugh seconded. The board voted five in favor and the motion carried. The presiding officer recorded no public speakers on this matter during the meeting.
Board members asked questions during the discussion about the potential to settle protests before formal hearings and about differing treatment of personal property under other states’ law; Stannard said he would review values and recommend settlements to the full board for approval before submitting agreements to TURK.
