Elena Keckley, the applicant for Special Use Permit 2025-1, presented plans for a small commercial kennel and dog training facility in Claytonia Township during a public hearing on Sept. 17.
"I've been working, diligently on getting things together for a commercial kennel, hosting up to 12 dogs," Keckley told supervisors and the public. She described a fenced facility with dividing pens and play yards, limited water usage (no sprinkler system), GPS collars for animals, and liability insurance she said provides coverage up to $1 million.
Planning and zoning staff told the board the planning commission recommended approval 7-0 and that the county had notified nearby partial owners, Lancaster County planning and zoning and other adjacent parties. Staff said three phone inquiries were received from nearby residents but that no one spoke in opposition at the hearing.
The board opened and closed the public hearing and voted unanimously to continue the matter: the board will consider final approval or disapproval of Special Use Permit 2025-1 at its next meeting in two weeks. Keckley and staff were available to answer questions during the hearing; supervisors thanked Keckley for the investment and for providing application materials and drainage/inspection plans.
No final permit decision was taken at the Sept. 17 meeting; the item was placed on the next meeting's agenda for a formal vote.
