PSC approves minor expansion of disturbance area for Lothian 5 MW solar project

The Public Service Commission voted Oct. 22, 2025 to approve Community Power Group LLC’s request to amend the limit of disturbance (LOD) for a 5-megawatt solar facility in Lothian, Anne Arundel County. Staff and the Maryland Power Plant Research Program (PPRP) recommended approval.
Staff told commissioners the project was authorized under a certificate of public convenience and necessity (CPCN) issued in case number 9685 and is under county review as part of site development. Design changes identified during the county review prompted the company to request a minor adjustment to the LOD. Staff described the revisions as a revised interconnection configuration required by BGE, a redesigned access road, updated solar modules, and minor layout and environmental adjustments. The revisions increased the LOD from 26.37 acres to 26.98 acres; the project’s system capacity remains 5 megawatts.
PPRP filed a letter on Oct. 20 indicating it did not object to the amendment. Community Power Group representatives said they had reviewed staff and PPRP filings and were available to answer commissioner questions; the company confirmed the project site is in Lothian, Maryland.
On a staff motion, the commission granted the company’s request and directed the applicant to comply with applicable CPCN conditions and any remaining county permitting requirements. Construction was described as anticipated to begin in 2026 with commercial operation expected later that year.
