City staff said an RFQ for design‑build services produced three responses and a selection committee chose the team led by TA Loving Construction in partnership with Michael Graves Design. The city previously committed $375,000 from a state grant appropriation toward stabilization; staff said the overall stabilization effort is expected to cost at least $1.5 million.
Phase 1 of the proposed design‑build agreement covers design and engineering services on a $153,912 budget that includes survey allowances, a subsurface‑investigative allowance, erosion control planning and stormwater management. Staff said the remaining $221,088 of the city’s $375,000 commitment would be directed via a design‑build amendment after Phase 1 design completion.
TA Loving’s preconstruction manager, Joseph Franklin, told council the team will try to repurpose existing materials where feasible and will follow historic‑preservation standards. Councilmember questions about whether materials will be reclaimed were answered in the affirmative: the team said it will seek historically appropriate, lower‑impact material choices and evaluate reuse where practicable.
Because this is the final contract form, staff requested authority to execute the agreement; councilmembers asked that the item be placed on the next consent agenda so the document and resolution can be finalized and executed after the meeting. No vote was taken on contract execution Monday; staff said the agreement has already been signed by TA Loving and will be executed by the city after consent‑agenda approval.
