Goldsboro selects Mid Atlantic Associates to manage $500,000 EPA Brownfields assessment grant

The Goldsboro City Council unanimously approved a resolution Monday authorizing the city manager to execute a contract with Mid Atlantic Associates, Inc. to administer the city’s $500,000 EPA Brownfields assessment grant.
Downtown development and development services staff led a competitive procurement and recommended Mid Atlantic after receiving eight proposals. Mid Atlantic senior project manager Nolan Barefoot told the council the firm has managed more than 20 cooperative agreements with EPA and state agencies and would provide core Brownfields services including site reconnaissance, Phase I and Phase II assessments, community engagement and grant management.
Barefoot said his team could begin work immediately and had already conducted a brief reconnaissance of potential sites. ‘‘We can have an initial list of candidate properties to you this week,’’ he said. Mid Atlantic described prior projects in Eastern North Carolina where assessment funds led to later cleanup and redevelopment, and explained that the assessment grant requires no local match and covers characterization work that can reduce owner liability and unblock property transactions.
Staff described the grant as assessment funding only; cleanup funding would require later grant applications. The contract before the council covers technical assistance, oversight and grant management; staff noted the contract is subject to standard federal requirements for cooperative agreements.
Council members asked about targeting and prioritization; Mid Atlantic responded that staff input and a stakeholder ranking rubric would guide site selection. The council voted to adopt the resolution authorizing the contract; the motion passed unanimously with all seven members voting in favor.
Mid Atlantic’s scope includes community engagement and development of scopes for potential assessment work. Staff said the firm will coordinate closely with April Choice and development services to identify priority parcels for assessment and redevelopment.
