The Goldsboro City Council voted unanimously to adopt a resolution Monday authorizing an itemized list of street-paving projects funded at $1.2 million in the adopted budget for the coming fiscal year.
Finance and public works staff briefed the council on the city’s pavement needs and historical spending. Staff said a pavement‑condition study identified roughly $3 million per year in work required to maintain the system at target condition; the adopted budget provides $1.2 million for street paving this year. A staff presentation noted that, over a roughly 30‑year accounting period, the city spent about $8.4 million on paving while the identified backlog (from the survey) is in the tens of millions of dollars.
City staff presented options to increase annual paving from the current $1.2 million toward the $3 million annual target. Those options include a cash approach and a debt option; staff also proposed creating a separate Powell‑bill special revenue fund to isolate paving receipts and expenditures so future reports can clearly show how paving dollars are spent. Staff said auditors had reviewed the fund approach and found it acceptable.
During debate, several council members said decades of low investment created the current backlog and emphasized a need to stabilize funding so the city stops “moving backwards” on pavement condition. Staff said the $1.2 million appropriation in the current budget is consistent with the manager’s recommended figure and is included in the adopted budget.
The resolution adopting the itemized project list for the $1.2 million paving program was moved, seconded and passed unanimously on a voice and roll‑call vote with all seven council members present.
Staff said they will return with additional details and options for increasing annual paving funding and will present a plan that could include a dedicated fund for Powell‑bill receipts and paving expenditures.
