City reports water-main replacement has moved to restoration; non-emergency phone outages affecting some services

A city staff member identified as John said crews completed the final tie-in from the new water main to the existing main running northbound on Main Street last week and began abandoning the old buried main. He said service connections to businesses and homes from number 32 down to the railroad tracks were finished and the project is now focused on yard and concrete restoration and, at the end, pavement restoration.
Staff reported crews installed a cold patch at the Division and Main intersection following recent weather and that a permanent concrete and asphalt restoration will occur later in the schedule.
Separately, the city manager reported intermittent outages affecting some phone lines for the police department and the community center, though 911 service was working. The manager said some other law-enforcement agencies reported similar problems and that non-emergency numbers remained unreliable in some locations.
Council members did not take formal action on the project update; staff described the current status and next steps.
