The Midvale Planning Commission voted to approve a preliminary subdivision for Jordan Heights Phase 2, a 16‑lot subdivision at 743 West Bingham Junction Boulevard, during its Oct. 22 meeting.
Jonathan Anderson, Midvale City planning staff, presented the item as a preliminary plat for phase 2 of the Jordan Heights project by Holmes Homes. Anderson said the site plan had been approved previously and that the current request covers the subdivision of condominium building lots; individual condo buildings will return on separate plats in the future.
The commission approved the subdivision with the findings and conditions contained in the staff report. A motion to approve the preliminary subdivision — "I move that we approve the preliminary subdivision located at 743 West Bingham Junction Boulevard with the findings and conditions noted in the staff report" — was seconded and passed on a roll call vote; Vice Chair Erickson, Commissioner Tibbets, Commissioner Smith, Commissioner Luedtke and Commissioner Kasperian voted yes.
A representative for the developer, Daniel Herzog of Holmes Homes, told the commission the project team would return in November with individual plats for each condo building. Herzog also praised city planning staff, saying working with "Gwendolyn, Jonathan and Elizabeth has been absolutely spectacular" and calling Midvale's planning division "probably one of the best planning divisions in the state."
Commissioners relayed concerns raised by owners in Phase 1 about parking. One commissioner said they had received many calls from property owners who felt the project lacked "a lot of extra parking" and said owners reported limited responsiveness from the HOA or developer about adding spaces. The developer responded that phase 1 currently provides more parking than code requires but that construction activity and contractor use of spaces likely reduced available parking during building work; Herzog said those contractor pressures should ease as construction wraps up.
The commission’s approval was recorded as an administrative decision; city legal counsel reminded commissioners that for administrative items that meet code requirements the commission is required to approve, or may approve with conditions if the application does not meet all standards. In this case staff-recommended conditions will be carried forward.
Commissioners and staff asked the developer to continue working with the HOA and residents about parking and to return with the condo plats as stated. No public commenters addressed this item during the hearing.
