Community Board 11 adopts deadlines for committee budget requests

Community Board 11's Community Development and Budget Priorities Committee voted Wednesday to require all committee chairs to submit top subject-area needs by March and capital and expense budget requests by May each year, a schedule intended to reduce last-minute work before the city's budget deadline.
The action, approved at the committee's Oct. 22 meeting, comes as the board prepares its FY2027 priorities and ahead of a full board meeting scheduled for Oct. 23, where the committee's recommendations will be considered for submission to the city.
Committee cochair Cynthia Rodriguez introduced the procedural change, asking that committee chairs provide “the subject area, the relevant top community need and sub year end need” by March and their budget inputs by May so the committee has time to compile and vet requests. Dwayne Williams seconded the motion; the transcript records the motion as passed with abstentions but does not include a numeric vote tally.
The committee discussed vetting and outreach procedures. Members said they want needs vetted through the committee before being sent to the full board to ensure incorporation into the board's submission. The committee also acknowledged a procedural error in public-notice distribution for an upcoming public hearing and said notice to news media had been corrected.
During the meeting's public-gallery session, resident Kaye raised a separate but related concern about access to the district needs survey, saying she could not receive emailed materials and asking whether a paper copy could be made available at the board office. Kaye said, “I'm having issues with my email ... I couldn't get and I've emailed with her over years,” and asked whether she could pick up a paper copy and return it in person. Jeremy, a board staff member, replied that staff would follow up but that the meeting itself was not the place to resolve individual tech issues.
Committee members directed staff to follow up with Kaye to provide alternative access to the survey and to check that the survey link and distribution process were working for residents. The committee noted the city deadline for submissions and emphasized that adhering to the new March/May timetable is intended to prevent rushed work near submission deadlines.
Committee business concluded with a brief update that two Juneteenth “thank you” letters remain to be printed and distributed.
The committee's motion will be forwarded to the full Community Board 11 meeting scheduled for Oct. 23 for formal consideration as part of the board's FY2027 budget-priority submission to the city.
