Items adopted by consent included: an understanding with the Casper Mule Mural Project; a 20-foot nonexclusive access easement near Slash Road on Casper Mountain; two Wyoming Rural Public Transit Program FY2026 subrecipient agreements (one for security improvements at the transit fleet yard and one for purchase of a 16-passenger ADA-compliant bus); an employment agreement with Janine Jordan for services as city manager; a professional services contract with GovWorks Inc. for software subscription; an agreement with Hooked Up Towing and Recovery LLC for wrecker and towing services; change order No. 1 with Mandros Painting Inc. for tank interior repairs; contract amendment No. 1 with Barnum Inc. for construction manager-at-risk services on the North Platte River restoration (Isacc Walton reach) project; professional services with WWC Engineering for the Missouri Avenue Improvements project; Amendment No. 2 with GSG Architecture for Marion Kreiner pool and park improvements; Amendment No. 1 with Burns & McDonnell for the CRL lifetime permit application project; a Land and Water Conservation Fund grant agreement for Washington Park (phase 3); an emergency medical services restocking agreement with Wyoming Medical Center/Banner Health; alcohol and tobacco inspection contracts with the Wyoming Association of Chiefs of Police for enforcement checks; and a tolling agreement with Gorgon LLC to extend the timeline for the city to consider a petition to deannex the Gorgon Hills subdivision.
Councilor Bond moved to adopt the consent agenda and Councilor Gamroth seconded. City Manager Zelima Lopez stated she had no comments on the items. The council vote was recorded as unanimous and the motion passed.
Several items included contract amendments, change orders or grant agreements and will proceed to implementation steps as specified in each agreement or contract file.
