Casper council approves new microbrewery license for Oil City Beer at 225 S. David St.

The Casper City Council on Oct. 21 unanimously approved an application for a new microbrewery liquor license, No. 13, for Oil City Beer Company LLC to operate at 225 South David Street, Suite 5.
City Manager Zelima Lopez reported that the application was received and that the license would not be issued until required permits and inspections are completed after renovation. Lopez said the applicant plans to open by the end of the calendar year. The council heard no public comment for or against the application during the public hearing.
Acting City Attorney presented four exhibits into the record: correspondence to the city manager dated Oct. 1, 2025; an affidavit of website publication dated Oct. 21, 2025; an ad proof from the Casper Star-Tribune; and the new liquor license application filed Aug. 26, 2025.
The council's motion to approve the issuance of the new microbrewery license was moved by Vice Mayor McIntosh and seconded by Councilor Sweeney. The council vote was recorded as unanimous, and the motion passed. Oil City Beer Company will retain its existing microbrewery license No. 7 at 4155 Legion Lane while seeking to open the second location.
The license approval is conditioned on the applicant obtaining all required local permits and passing necessary inspections; city staff said those steps must be completed before the license is issued.
Copies of the exhibits and the application are part of the council record for the Oct. 21 meeting.
