City reports: stormwater utility study, Safe Streets grant meeting set, parks and downtown projects progress

At its Oct. 14 meeting the Villa Rica City Manager reported progress on an ongoing stormwater utility study, announced a Safe Streets for All public meeting for Oct. 28, and provided updates on parks projects, the North Bypass and downtown streetscape work.
City staff told the Villa Rica City Council on Oct. 14 that consultants are building a master account file for a potential stormwater utility using tax-digest and GIS data from Carroll and Douglas counties and that a stormwater advisory committee will be formed in January to assist elected officials and staff.
The council received an update on the Safe Streets for All grant-funded project (approximately $400,000 grant with a $100,000 local match). City staff said a first public meeting gathered input on safety concerns and crash locations; the second public meeting will be Oct. 28 at the public library from 6–8 p.m. and will analyze crash data and proposed improvements.
Project updates included the North Bypass, where the construction manager reported an expected completion date of Nov. 13 but could not confirm an exact date for opening to traffic. Falcon Engineering completed plans for the South Carol at Reid Road project and was preparing a cost estimate; staff noted developer park-improvement fees of $270,000 had been received for that project.
Parks reports: staff said Connors Road Park has a current budget of $593,000 but a probable Phase 1 cost estimate near $2.4 million. The city is reviewing lower-cost in-house options. A developer-funded park (referred to as Fortune Park) has grading and grassing complete; the city has a $50,000 grant and awaits a $30,000 developer contribution.
Downtown work included completed striping on Temple Street and Main Street Plaza, a downtown gym parking expansion adding 15 spaces, and ongoing design and coordination for streetscape work (including GDOT and railroad coordination). The city reported in‑house progress on the new restroom at the pickleball facility and laser grading and demolition work to prepare courts for resurfacing.
Staff also reported landscaping improvements at Garden of Rest Cemetery and repairs to a storm culvert at Hillcrest Cemetery, and shared photos and a recap of the recently completed Gold Rush festival, which staff characterized as well-attended.
Staff asked council members for names of potential advisory-committee appointees for the stormwater committee and said additional public outreach would be scheduled for projects as needed.
