The Clear Creek Independent School District Board of Trustees voted to appoint 15 parent members to the district School Health Advisory Council (SHAC) during its Oct. 13 meeting.
School administrators told the board the district posted an interest form in mid-September and received about 170 parent responses. "We posted that in mid September, September 19, I think, and then we had about 170 parents who expressed interest," a staff member said during the meeting. Administrators said they used a random drawing and then divided selected parents by feeder pattern so each elementary, intermediate and high-school feeder would be represented.
Dr. Silva, a district staff member who explained the selection steps, said the process follows prior practice: the district solicits interest, holds a random drawing and then assigns names by feeder pattern to ensure geographic representation. Christina Ford generally chairs the committee but was not present; administrators said Ford was flying in that evening and that Dr. Silva would provide background on the selections.
The board discussed how the appointments align with board policy BDF (legal). A staff member summarized the policy’s role: "The policy does provide that the board appoints the members of the SHAC at least 5 parents," and added that, historically, appointments have been made based on the administration's recommendations. Trustees were told the policy allows the board to appoint at least five parents and additional members from other categories identified in BDF (legal).
Trustees were offered the opportunity to nominate additional non-parent representatives in accordance with the policy. "My recommendation would be that each trustee submit one name that fits and we can...send trustees a list of those categories per policy," said a staff member. Board members asked that staff send an email with categories and allow trustees to submit nominations before the October meeting; staff agreed to do so.
A trustee moved to approve the superintendent’s recommendation to appoint the 15 parent members; the motion carried with no opposing votes.
The board and staff noted that some appointees might later decline and that the district would add additional, policy‑allowed members at the October meeting if trustees nominated them.
The SHAC appointments will be managed under the district’s usual follow-up process, with staff returning to the board in October if trustees submit additional nominees.
