Auction of surplus fleet vehicles: Fleet Maintenance Manager Steve Dutton asked the council to allow staff to list five older, nonrunning fleet vehicles on govdeals.com to free space in the Avanti Building and recover salvage value. “We have used govdeals online auctions with good success since ‘09 to auction off our used vehicles and small equipment that are no longer feasible to repair,” Dutton said. The council approved listing the five vehicles as consent item No. 1.
Citywide cleanup dates: Stormwater Manager Virgil Chapel announced the annual citywide cleanup dates and said the event supports the city’s obligations under its Phase 2 MS4 stormwater permit. The cleanup will occur over two weeks: the weeks of Oct. 13 and Oct. 20, 2025, with designated senior-assistance pickup days on Wednesday, Oct. 15 and Oct. 22. “This is an important event that helps the city satisfy part of our phase 2 MS4 stormwater permit,” Chapel said. The council approved the cleanup schedule as consent item No. 2.
Rental agreement for Veterans Memorial Park: City Manager (Miss) Hallman told councilors staff had negotiated a nominal rental agreement with the Villa Rica Military Veterans Association following the council’s resolution approving the Veterans Memorial Park last month. Hallman said veterans’ leaders and staff have reviewed the draft and are in agreement; council approved the rental agreement as consent item No. 4.
Georgia Power lighting agreements: Staff presented two separate Georgia Power lighting agreements. One is tied to GDOT project PI0016466 (State Route 8/US 78) and would support lighting for two roundabout projects that GDOT anticipates beginning construction as early as July 2027 with an approximate two-year construction timeframe. City staff estimated a monthly utility charge of about $900 once those lights are installed. A second lighting item would upgrade six lights (three to LEDs and three alley lights) near West Bankhead Highway, West Wilson Street and adjacent alleys; the one-time upfront cost for that work was presented as $24,600. Council approved both agreements as consent items No. 5 and No. 6.
Employee paid holiday: Council considered making Friday, Dec. 26, 2025, an employee paid holiday because Christmas Eve and Christmas Day fall in the middle of the week. Staff noted surrounding jurisdictions had taken similar one-off steps for 2025. After discussion, the council approved making Dec. 26, 2025, a paid holiday for city employees as consent item No. 7.
Procedure note: At the end of the open session the council announced it would move into an executive session to discuss personnel matters under Georgia Code section 50-14-3(b)(2).
