Council approves $158,396 appropriation for three full-time airport firefighters

The Provo City Council voted to appropriate $158,396 to add three full-time firefighters dedicated to airport operations for fiscal year 2026.

Brian Torgerson, Provo Airport Director, and Jeremy Hedman, Provo Fire Chief, described staffing requirements tied to airport operational indices. Chief Hedman explained that once certain traffic thresholds are reached — specifically when the airport reaches the “C Index” driven by aircraft size and frequency — federal and FAA-related safety requirements require two firefighters on two apparatus 24 hours a day. “Once we go to the C Index, we have to have 2 firefighters in 2 apparatus 24 hours, 7 days a week,” the chief said. Currently the airport is staffed for required flights with two firefighters in a single apparatus; the additional three positions will provide continuous, 24/7 professional firefighter coverage.

Brian Torgerson said the airport recorded a revenue surplus last year “well over a million dollars,” and the appropriation will be covered from fund balance, drawing on that surplus. He summarized: “We’re requesting an appropriation of $158,396 to add 3 full time airport firefighters for fiscal year 2026.” Councilors noted they had reviewed budget materials in work meetings and supported the appropriation as a way to allow airport operations staff to focus on non-fire operations while providing dedicated firefighting coverage.

No public speakers addressed this appropriation. The council approved the measure by roll call, 6–0, with Councilor Hoban excused.
