The High Springs City Commission took the following formal actions at its Oct. 23 meeting.
• Agenda approval (with amendment): The commission approved the evening’s agenda while removing new-business items 2, 3 and 4. Staff later explained the items were pulled because of a procurement protest and ranking-sheet errors related to CDBG grant administration. (Motion moved, seconded; voice vote.)
• Consent agenda: The commission approved the consent agenda including minutes of the Oct. 9, 2025, commission meeting. (Motion moved, seconded; voice vote.)
• Ordinance 2025-06 (second reading): Approved. Ordinance amends Chapter 10 (Alcoholic Beverages) to limit the 500-foot requirement to church-owned property and create a waiver process that requires two witnesses and a notary. The roll-call vote recorded affirmative votes from Vice Mayor Miller, Commissioner Bloodsworth, Commissioner Howell and Commissioner Weiss. (See separate article for details.)
• Acceptance of Byrne JAG funds: Approved. The commission accepted a $24,000 Edward Byrne Memorial Justice Assistance Grant to purchase a replacement police motorcycle. Chief Antoine Shepherd said the department will combine the grant with a small departmental contribution if needed. (Motion moved, seconded; voice vote.)
• Sunrise Consulting Group contract renewal: Approved. The commission renewed the annual services and performance agreement with lobbyist Andrew Calio of Sunrise Consulting; commissioners praised the contractor’s legislative support and advocacy work. (Motion moved, seconded; voice vote.)
No other awards were made at the meeting; items related to CDBG grant administration were withdrawn from the agenda pending re-ranking and review.
