Port Hueneme staff: proposed monument relocation and community benefit fund decisions still pending

City staff updated the Citizen Advisory Commission Oct. 13 on two items from prior meetings: a revised application to relocate a monument to Port property near the Port Hueneme Museum, and the status of community benefit fund applications submitted by local organizations.
Staff said the Port revised its earlier monument application to propose the location diagonally across from the Port Hueneme Museum on port-owned property near the administrative office. The City Council was scheduled to consider the revised location at a meeting the Monday after the commission meeting. The commission had previously reviewed the monument generally and had held comment on the location; staff said Council would take up the specific location.
Staff also updated commissioners on community benefit fund applications the commission reviewed earlier in the year. The process calls for discussion at City Council and at a joint meeting of the city and the Port of Hueneme before any funding decisions are final. Staff told the commission that the process this year has been different from prior years and that Port and City officials have discussed deploying funds in larger amounts to fewer recipients rather than many smaller awards. Staff said a formal agreement has not yet been reached between the Port and City and that the timeline for final decisions is not established.
A commissioner asked that the community benefit fund topic be placed on the next Citizen Advisory Commission meeting agenda so the commission can discuss the process and consider recommendations to City Council. Staff acknowledged the request and said they would receive the information and review it as appropriate, while noting the need to be mindful of the Brown Act during intergovernmental discussions.
No formal action or vote was taken on either item during the Oct. 13 meeting; both items remain pending action by City Council and, where required, the Port authority.
