Hampden authorizes administrator to sign South Road bridge contract after Chapter 85 review

The Town of Hampden Select Board on Oct. 14 authorized the town administrator to sign the contract for the South Road bridge project, but only after completion of the Chapter 85 review and issuance of the state grant agreement for the $500,000 small bridge grant.
Staff said the project is near the end of Chapter 85 review with MassDOT, and that an award letter for a $500,000 small-bridge grant had been issued. The town staff said it will request an additional $250,000 from MassDOT to cover the project's estimated cost (the engineer's recent estimate was cited in the board packet in the $450,000 range). Board members authorized the town administrator to sign the contract but instructed staff not to sign until the final MassDOT grant agreement arrived.
A motion to authorize the town administrator to execute the South Road Bridge Project contract upon notification of Chapter 85 completion passed by voice vote.
Board members and staff said the aim is to put the project out to bid this season if reviews conclude soon, but the construction schedule may slip into winter if reviews or grant paperwork delay the procurement timeline.
