City staff recommends cooperative purchase (Sourcewell) and multifunction tractor for sidewalks, parks

City staff asked the Ellsworth City Council at a workshop to approve pursuing a cooperative purchase rather than reopening a local bid process for new sidewalk equipment.

Public Works staff described problems with the initial bid responses for sidewalk plows and said the evaluated alternative is a multifunction tractor (Ventrac) available through Sourcewell, a government cooperative purchasing program. Staff said Sourcewell’s procurement includes detailed specifications and a contract that would place equipment at about 8% under MSRP plus an additional initial 5% discount on accessories.

The staff presentation said a Ventrac could perform sidewalk plowing and de-icing work and also serve turf-maintenance, boom-mower and loader roles across parks and fields, meaning the city could buy one base unit and multiple attachments to meet four-season needs. Staff said the same $150,000 previously allocated for sidewalk plows could cover a base Ventrac and attachments.

Councilors asked about local-vendor opportunities and whether Sourcewell precludes local bids. Staff said Sourcewell streamlines procurement and provides documentation of specs and responses; staff proposed exploring options to allow local vendors to bid under comparable specifications as an added step. Councilors also discussed modernizing the city’s bid platform to accept sealed electronic bids and to reduce late-delivery problems after an incident delayed hand-delivered bids.

No formal purchasing authorization was taken at the workshop; staff sought council feedback to proceed with cooperative-purchasing procurement options and to present a recommended procurement route at a future council meeting.
