Brent Jaramillo, the county manager, said the design work is complete and the change order for the contractor R & M Construction had already been approved at a prior special meeting.
Commissioners who visited the site described visible progress; one commissioner said he observed a new concrete pour and joked about seeing a shovel in use. The vote followed a motion to grant contracting authority so the county could finalize design-contractor agreements without waiting to reconvene the commission for every contract change.
Motion and vote: Commissioner Romero moved to approve the granting of authority; Commissioner Vigil seconded. The clerk called the roll; commissioners present recorded affirmative votes and the motion carried.
Staff said the contract authority covers final negotiated costs and contract execution with Living Designs Group Architects; the commission did not vote to appropriate additional funds during the discussion. Specific dollar amounts for the architectural contract were not read into the record during the meeting; staff described the item as the last step to align design and prior construction work.
