Terrell officials warn applicants after bogus invoice phishing linked to public agendas

City planning staff informed the Planning and Zoning Commission on Oct. 23, 2025, that the city is investigating a phishing campaign in which malicious actors copied information from public agendas to send bogus invoice requests to applicants.
A city staff member (presentation attributed to staff member Janet) said the city’s IT team confirmed the public web server was not exposed and that the attack appeared to be using publicly-available agenda content to manufacture invoices. Staff reported the incident to the Police Department and posted warnings on the city’s Facebook page and other media.
Staff noted this was not the first incident; commissioners were told a similar scam had occurred about a year earlier and that staff had made an earlier presentation on the subject. The staff reminder emphasized that applicants should confirm that email messages come from official City of Terrell addresses before making any payment or sharing sensitive information.
