He recommended adoption and said three of the proposed programs were already included in the CRA's strategic finance plan.
What the programs are: Sami described six distinct grants: - Business Opening Grant: a one-time supplemental grant up to $1,000 for new businesses to cover items such as point-of-sale systems, small security or marketing costs. - Creative Signage Support Grant: up to $15,000 to support district-level or business signage and brand consulting aimed at improving commercial corridor identity. - Climate Smart Business Grant: tiered program with multiple prerequisite tiers (starting with water efficiency); up to $85,000 in total for businesses completing all tiers, including up to $30,000 for building-efficiency measures and up to $35,000 for resource-efficiency projects such as EV charging or solar. - Business Expansion and Retention Support Grant: up to $25,000 for qualifying interior build-out, permitting or demolition to help retention and relocation within the city. - Expert Permit Compliance (EPC) Grant: city would cover cost of third-party code/permit expert review prior to submission to help streamline the permitting process for projects that make sizable capital investments or create quality jobs. - Sunny Headquarters Grant: up to $250,000 to support technological infrastructure (fiber, internal networking) for larger relocations that meet industry and job-quality thresholds.
Budget and process: Sami said funding for the economic development incentive program generally comes from an annual economic development allocation. Historically the city budgeted $300,000 annually, which was cut to $150,000 during budget reductions and later increased to $265,000. Staff estimated roughly $140,000 in carryover, creating about $400,000 available in the upcoming fiscal year to spread across these grants; there is not dedicated funding per grant. Sami said awards will be on a first-come, first-qualified basis and that he tracks applications in a project tracker.
Commission discussion focused on outreach, eligibility and program monitoring. Commission President Brenda Lambert asked how staff would market programs and monitor diversity of applicants; Sami said staff will combine internal channels, CRA communication, newsletters and social media with partner groups and business champions. Commissioner Fox and others praised the permit-compliance grant as likely to reduce months of delay for small businesses. Commissioner Ward asked whether business associations could apply on behalf of districts for signage grants; Sami said associations and district-level efforts could qualify and that baseline eligibility includes registration on Sunbiz and a current city business tax receipt.
Action: a motion to approve Resolution 205-25 was moved, seconded and carried unanimously.
Follow-up: staff will finalize marketing and tracking plans and monitor program use; the commission may consider additional funding in future budget cycles if demand exceeds available funds.
