Cliff said roster data flows from the scholarship vendor (Odysee) to USBE, where automated checks flag possible cross enrollments; flagged cases are returned to Odysee and parents receive a notice and have five business days to resolve potential dual‑enrollment conflicts. USBE plans to add daily warning messages for LEAs so schools will know sooner when a flagged cross enrollment might involve one of their students.
Reporting requirements: Cliff said UFA-qualified providers must report UFA students using school number 993, as a school of record "no," and with zero membership to avoid unintended inclusion on public reports. He repeated that LEAs should not disenroll a student on the basis of an automated warning; the LEA should only act on direct direction from a parent or guardian. He provided example confirmation messages LEAs may use that do not disclose PII, such as: "This is a confirmation that your child's information doesn't align with any enrolled students at [LEA name]."
When a parent cannot provide proof that a child is not enrolled in public school, Cliff said the student's UFA eligibility may be closed and the student would remain in public education. Cliff and other staff emphasized that USBE will not provide a full list of all UFA awardees to LEAs; LEAs will receive information only for flagged potential cross enrollments or through the existing validation/error reports when relevant.
Cliff and other staff discussed specific operational issues raised by LEA attendees. A Buena Vista District representative asked about student insurance coverage for driver's‑education classes when UFA students attend local classes; staff said this requires follow-up, but reiterated that UFA students may be reported in school 993 with no membership and that dual enrollment into public courses without following UFA reporting rules can affect eligibility.
Cliff invited LEAs to contact USBE helpdesk tickets or the UFA team for case-level questions and said USBE is exploring daily-level warnings (level 1 LEA warnings) to improve transparency for schools and better support parent inquiries.
