Council approves several equipment purchases: vertical bailers, fusion machine and Ventrac tractor

Solid Waste: Transfer Station vertical bailers Public Works/Transfer Station staff requested two vertical bailers to replace aging equipment used for baling plastics and cardboard. The low bidder was United Hydraulics for PTR 3400 HD vertical bailers. Staff noted the older machines are original equipment, are worn and that the PTR machines produce heavier bales which reduce transportation costs. The council approved purchase up to $44,900 to allow for warranty-compliant installation costs if required.
Water department: HDPE fusion machine Public Works explained the city is moving toward use of HDPE pipe for many water-main projects because HDPE can be fused into continuous lengths on site, reducing future leak risk and long-term maintenance. The council approved purchase of a McElroy fusion machine and accessories from F.W. Webb in the amount of $31,479.62, to be funded from the water department capital improvement account.
Parks and Recreation: multifunction Ventrac tractor Parks and Recreation recommended a Ventrac multifunction tractor (Toro/Ventrac family) acquired through the Sourcewell cooperative purchasing contract to support winter sidewalk plowing and year-round turf and grounds maintenance. Staff emphasized the multi-use value (sidewalk plow and turf implements), a demonstrated demo by local dealer and that Sourcewell pricing provided a discount below MSRP. Council authorized procurement through Sourcewell up to the previously budgeted $100,000 equipment appropriation.
Council discussed procurement methods, cooperative contracts (Sourcewell), warranty issues, and the balance between buying equipment and procuring contractor services. All three purchase motions passed.
