Staff asked whether commissioners wanted to use remaining grant funds to subcontract a deeper housing analysis; commissioners directed staff to solicit additional quotes from other firms in addition to Roe.
City Manager Womack and staff said Roe had helped secure grant funding and submitted the initial proposal. Commissioners suggested inviting bids from planning firms with housing expertise — Giffels, Progressive AE and Williams & Works were named in discussion — and directed staff to give Roe the opportunity to bid for any expanded housing portion so all firms can be compared.
No final contract was awarded; staff will return with additional quotes and recommendations. Commissioners said the housing element warrants a more detailed effort than a standard master-plan update and encouraged staff to develop a scope that allows multiple firms to respond.
