The Clermont County Board of Commissioners on Oct. 22 approved a slate of fiscal and administrative actions, including payment of $2,811,456.85 in vendor invoices, a 12-month renewal of the county’s inmate food-services contract, a $53,000 community block grant for three public murals, an application for a $302,022 ODOT urban transit grant and load-limit reductions on seven county bridges.
The board voted to approve the invoice report and authorize the county auditor to issue warrants pursuant to Section 319.16 of the Ohio Revised Code. The motion passed on a roll call with all three commissioners voting yes. The audit and payment authorization covered checks dated Oct. 22, 2025, and the board-recorded total was $2,811,456.85.
The board also approved a second renewal and amendment to the contract with Summit Food Services LLC to provide inmate food services for Clermont County adult and juvenile detention facilities. The extension adds a 12-month term beginning Oct. 25, 2025. Captain Ryan of the sheriff’s office presented the item on behalf of the jail. The motion passed on a unanimous roll call vote.
Commissioners approved a subrecipient grant agreement providing $53,000 from the Clermont County Community Development Block Grant (CDBG) program to the Clermont County Convention & Visitors Bureau for an America250 public-art project. The funding will support three murals: an exterior painting on the Ben Franklin store in the village of Bethel; a digital wrap at 5 Points Landing Park in the city of Milford; and an exterior mural at the Clermont County Public Library in the village of Williamsburg. The vote to authorize the agreement passed unanimously.
The board authorized the grants coordinator to file an application with the Ohio Department of Transportation (ODOT) for the state fiscal year 2026 urban transit program in the amount of $302,022, and authorized David L. Painter, board president, to execute standard state assurances and related documents. Andy Mays, director of Clermont Transportation Connection, presented the request. The board approved the resolution on a unanimous roll call.
County Engineer-related items included adoption of load-limit reductions for seven county bridges after recent load-rating evaluations performed under Ohio Revised Code Section 5577.071. The bridges and their locations were read into the record; the board approved the resolution adopting the weight limitations on a unanimous roll call.
Other approved nonconsent items included:
- Authorization for the county engineer to submit Ohio Public Works Commission (OPWC) grant applications and a revision increasing the county’s local match on 2026 bridge replacement projects from 21% to 31%;
- A revised table of organization removing one grants manager position from Clermont Transportation Connection and removing one vacant budget analyst position from the Office of Management and Budget;
- Amendment No. 4 to the professional services agreement with Brausser Moeller Inc. to extend a contract for a Phase II environmental site assessment and removal of a 1,000‑gallon underground oil separator tank by 26 days through Nov. 26, 2025, with no increase to the contract amount; and
- Authorization for Vice President Bonnie J. Bachelor to execute Mutual of Omaha plan documents for the county’s 2026 employee health benefits plan. Commissioner Painter abstained on the Mutual of Omaha authorization; Commissioners Bachelor and Corcoran voted yes.
All other nonconsent motions recorded in the meeting passed on roll call votes with the commissioners voting yes, except where the record explicitly shows an abstention as noted above.
The board also issued a proclamation designating Oct. 28, 2025, as National First Responders Day in Clermont County and accepted a presentation from the county’s Office of Public Information about Operation Greenlight 2025, a veterans-awareness initiative that will illuminate county buildings starting Nov. 3.

The board closed the nonconsent portion of its Oct. 22 session and moved to an executive session; when the public meeting resumed commissioners said no actions were taken during executive session. The board scheduled further administrative follow-up on several items and will reconvene for its next weekly meeting.
