The board president asked staff to review rules and procedures for public hearings, and staff outlined public hearing procedures including time limits for petitioners and members of the public (15 minutes for petitioners, 3 minutes per individual commenter, 5 minutes for a group representative). The board adjourned at 7:16 p.m.
