BZA approves front-yard placement for personal storage structure at 4411 W. 170th St.

The Westfield Board of Zoning Appeals on Sept. 10 approved a petition that will allow a detached personal storage structure to be established within the front yard at 4411 West 170th Street and granted related waivers to overlay and subordination rules.

Ryan Collingwood of the Community Development Department told the board the 3.58-acre property is zoned AGSF‑1 (agricultural and single-family rural) and lies along State Road 32. The petitioner requested the structure because of space constraints at the rear of the property; staff said the petition sought waivers from SR‑32 overlay architectural requirements and subordination regulations that otherwise limit accessory structures by size and quantity.

Property owner Rose Garrett spoke during the public hearing and described buying kit‑style buildings and placing them on a concrete slab foundation. Garrett said the structure materials and delivery are standard retail options.

With no written public comments received, the board approved the variance as recommended by staff. The motion to approve 2510VS16 was made by Mr. Buller and seconded by Mr. Plummer; recorded roll call votes were yes from Mr. Buller, Mr. Clarino, Mr. Plummer and Mr. Bogafist, and the motion carried. The board then approved the recommended findings of fact on the same recorded vote.

The approvals allow the petitioner to place a larger or multiple personal-storage elements on the property than would otherwise be allowed under the overlay district and accessory structure subordination rules; the decision included the conditions listed in the staff report.
