Fuquay Varina planning board recommends three rezonings on North Main Street and Purfoy Road

FUQUAY VARINA, N.C. — The Fuquay Varina Planning Board voted to recommend approval of three zoning map amendments at its Oct. 20, 2025 meeting, advancing proposals that would create new commercial opportunities along North Main Street and allow additional residential units above an existing business on Purfoy Road.
Staff told the board the three items—REZ-2025-10 (1517 North Main Street), REZ-2025-12 (1513 North Main Street) and REZ-2025-11 (7509 Purfoy Road)—are consistent with the town’s 2040 Community Vision Land Use Plan (LUP) goals for suburban commercial and infill development and recommended approval. A petitioner for the North Main properties, Wayne Malden of Malden Watkins Surveying PA, addressed the board to describe the proposed uses.
REZ-2025-10 (1517 North Main Street) covers 1.243 acres and would rezone the property from Office and Institutional to Corridor Commercial Conditional Zoning. Planning staff said the request aligns with the 2040 LUP’s Suburban Commercial classification and policies encouraging infill and commercial development. Petitioner Wayne Malden said the change is sought because an incoming tenant wants to operate a salon and that use is not allowed in the current zoning: “they want to move into a little brick house and put in a salon and found out that a salon was not allowed under the current zoning,” Malden said. The board voted to recommend approval (motion by Brett; second by Jeff). The planning board recorded the motion as carried.
REZ-2025-12 (1513 North Main Street) covers 0.826 acres and would rezone the parcel from Residential Agricultural to Corridor Commercial Conditional Zoning. Staff again cited consistency with the 2040 LUP and said the parcel lies within a corridor commercial area along U.S. 401 and the town’s highway corridor overlay. Malden told the board the owners are at or near retirement age and requested rezoning to allow commercial uses after they relocate: “they just ask that this be rezoned to commercial,” he said. The board voted to recommend approval (motion by Michelle; second by Barber). The motion carried.
REZ-2025-11 (7509 Purfoy Road) covers 0.799 acres and is a request to rezone from Corridor Commercial Conditional Zoning to General Commercial Conditional Zoning, with a concurrent land‑use plan amendment from Neighborhood Commercial to Suburban Commercial. Staff explained the change is to better match the existing and proposed uses. Malden said the site (identified in the discussion as the Milano’s Pizza location) has a large upstairs livable area; the owner wants to split that space into two smaller apartments, a configuration not permitted under the current live‑work definition. A staff planner explained the difference: live‑work units are intended for a single worker‑owner occupying the residence above their business, while vertical mixed use with multiple apartments is allowed in the General Commercial district. The board voted to recommend approval (motion by Brent; second by Jay). The motion carried.

The planning board forwarded its recommendations and the supporting materials to the Town Board of Commissioners for final action. At the meeting staff also reported the planning board’s recommendations have remained aligned with the Town Board since the board’s August 18, 2025 meeting.
