Reappointments and board business
- The council voted to confirm the mayor's reappointment of Mike Nelson to the Parks and Recreation Advisory Board for a three-year term beginning Oct. 21, 2025 and expiring Oct. 21, 2028. The motion was moved by Councilman McBurg and seconded; the vote was recorded as unanimous.
Franchise consultant agreement

Subscription training agreement
- The council approved a subscription agreement with KnowBe4 Incorporated for employee cybersecurity awareness and HR/OSHA training content and tracking. City staff said the program would be used for organization-wide cybersecurity simulations and training, with a minimum cadence of monthly simulated phishing tests. The motion to authorize the mayor to sign the agreement pending legal review was moved by Councilman Shutra and seconded by Councilman Byrd; the motion carried unanimously.
Tabling of lease item
- The council tabled an action on a consent-item lease question after the property owner raised questions about costs and seasonal staffing; the council directed staff to follow up with the owner and return the item to a future agenda. A council member moved to table and the motion carried.
Consent agenda and executive session
- The council approved a consent agenda that incorporated standard items; the motion carried. At the end of the meeting the council voted to move into executive session to discuss land acquisition and personnel matters.
