Temecula planning commission hears city'wide outreach plan for general plan update

Temecula Planning Commission members on Oct. 1 were briefed on the city'wide public outreach program for the general plan update, including a direct-mail campaign, district-level visioning workshops and a scheduled housing workshop on Oct. 7.
Planning staff member Matt said the outreach program will build on prior work and is designed to keep the planning commission engaged throughout the roughly two-year update. "Public participation will be the foundation of the effort," Matt said, describing a campaign that includes an every-door direct mailer, a dedicated website and social media tracking.
The outreach plan uses a branded identity, "Temecula General Plan 50," and directs residents to a website with sections for FAQ, documents and a calendar of events. Staff said consultant-led surveys by True North have been updated; more detailed results are expected to be presented to city council in the coming month and shared with the General Plan Advisory Committee (GPAC).
Staff described multiple in-person engagement forms: district visioning workshops (one planned in each council district), pop-up events at community gatherings, stakeholder interviews (up to 10, expandable by staff) and up to eight GPAC meetings. The first visioning workshop, held at Margarita Community Center, drew roughly 15 participants, staff said. The series continues with a session at the Ronald Roberts Library and additional workshops next week at Vail headquarters, Meadowview Clubhouse and Hawks Point at Red Hawk Golf Course. Visioning events were described as drop-in sessions: "You can spend 5 minutes or you can spend 2 hours," staff said.
Staff also described process milestones: a programmatic environmental impact report (EIR) will include a mandatory scoping meeting, notice of completion and subsequent hearings before the planning commission and city council. Staff said the overall schedule targets 2027 for completion of the general plan update.
Commissioners asked about outreach methods and survey benchmarking. Commissioner Watson suggested including comparisons to other cities in the True North report; staff said consultants already compare results to previous local surveys and can add peer-city benchmarking. Commissioners also discussed how GPAC meetings will be reported back to the planning commission and the limitation on participation if three commissioners attend a GPAC meeting, which would trigger noticing requirements.
The city encouraged residents to follow the project website, attend workshops and sign up for notifications through the city app and Temecula TV.
