Planning Commission backs conditional use permit for Ritter Meadows amenity building

The Lakeville City Planning Commission on Oct. 2 recommended City Council approval of a Conditional Use Permit (CUP) for a private recreation (amenity) building at Ritter Meadows, a townhouse development at the northwest corner of Keokuk Avenue and 200 And Third Street.
Ben Schmidt of Twin Cities Land Development, the applicant, told the commission the one‑story amenity building has a footprint of about 1,900 square feet (approximately 3,800 square feet total counting a lower level). The building will include a clubroom, fitness room, restrooms and showers for the pool, a pool deck enclosed by a fence, and a maintenance garage accessed by a sloped drive so maintenance vehicles can be stored inside.
Planning staff described the structure as a private recreation center, a use allowed by conditional use permit in the RM1 medium‑density residential district. Staff noted exterior materials include Hardy board lap and board‑and‑batten siding, stone veneer and glass, and that the peak height is just under 20 feet, meeting exterior materials and height requirements in the ordinance. Staff recommended approval of the CUP subject to the two stipulations listed in the planning memo dated Sept. 22, 2025.
Commissioners asked how many units would use the facility; Schmidt said 135 townhomes would be served by the amenity building and that nearby housing to the north would not use this facility. Commissioners also asked about the relationship of the pool area to existing ponds and the city park dedication within the development; Schmidt said the pool overlooks part of the city park and an adjacent pond and that the park had been dedicated to the city.
A motion to recommend Council approval (motion moved; second not explicitly attributed in the record) passed on a roll call recorded as Zimmer—Aye; Eink—Aye; Swaney—Aye; Swanson—Aye; Traffes—Aye; Kaluza—Aye. Staff said both the Taco Bell CUP and the Ritter Meadows CUP are expected to be on the City Council agenda on Oct. 20, 2025.
The commission closed the public hearing after receiving no public testimony on the item and thanked the applicant for the development work. The recommendation will go to City Council for final action, subject to the two stipulations in the Sept. 22 planning memo.
