APC approves TIP amendments to buy AASHTOWare crash-mapping software and advance 11 INDOT projects, including $10.2M SR 225 increase

The Area Plan Commission for Tippecanoe County on a unanimous voice vote approved two amendments to the metropolitan transportation improvement program on items submitted by the Indiana Department of Transportation.
The first amendment authorized adding AASHTOWare software to the TIP so MPO staff and partner agencies can use it to improve crash-location reporting and reduce time spent locating crash sites in annual crash reports. The second amendment moved 10 existing projects from an informational table into the TIP’s financially constrained table and increased funding for a project on State Road 225 to $10,200,000.
Commission staff said the AASHTOWare purchase is programmed across the next four years and will be available for use by local MPO partners for tasks such as locating crash sites and cleaning crash data. Staff described the software as intended to reduce manual effort in assigning crash locations when incoming reports are incomplete or “sketchy,” and said using the tool across multiple MPOs should streamline the annual crash-reporting workload.
The second amendment detailed 11 projects: five on U.S. 52, one on U.S. 231, three on I‑65 (thin deck overlays), one district-wide project, and a bike-and-pedestrian package along Sagamore Parkway West that includes pedestrian crossing improvements at Paramount Drive funded in part by CityBus. Staff said the increase for the State Road 225 project — raised to $10,200,000 in the amendment — should be sufficient once bids open in January.
Questions from municipal engineers focused on signal work and compatibility with local equipment. A City of West Lafayette representative asked whether equipment for vehicle preemption would be included in signal modernization work; INDOT staff and commission staff said those preemption components are included or can be easily added where signals remain INDOT-owned.
Commissioners voted by voice to recommend approval: the motion to add the AASHTOWare purchase was moved, seconded and passed; the motion to move the 11 projects into the constrained table and increase funding for SR 225 was also moved, seconded and passed. The commission’s vote forwarded the projects to the policy board where required.
