Township officials report progress at wastewater facility; temporary occupancy permit issued for office building

Township staff and project representatives briefed council on Oct. 22 about progress at the wastewater-treatment facility project. A recent site photo and flyover video were shared with council to illustrate grading progress, the floodwall alignment and stormwater conveyance areas.
Presenters reported that grading is nearing final elevations in several areas, that installers have advanced the floodwall to near the office building and that landscaping and catch-basin installations are underway. The office building received a temporary occupancy permit last week; staff said the building is not fully ready for move-in because a number of punch-list and code items remain. The township’s code official, Jim Degnan, performed a detailed walk-through and provided a list of items that must be completed before furniture is moved in and temporary trailers are removed from the site.
Contractor and staff also noted an excavation into an historic stream bed encountered during floodwall construction, which required over-excavation and stabilization before wall construction continued. The presenters said they expect additional parking spaces to serve anglers accessing Pine Creek adjacent to the site and that existing temporary parking slots will be expanded.
A manufacturer warranty inspection for a flat roofing product remains outstanding; staff said they want the manufacturer to certify the installation before final closeout to ensure warranty coverage. Sound-abatement work and adjustments to operational blow-off hoses have reduced noise complaints, but staff said they will continue to fine-tune operational issues. Project representatives reported that UV disinfection and other process equipment have been performing satisfactorily after some material breakage issues were addressed by the manufacturer.
Why it matters: The project moves township wastewater operations toward more modern facilities and public access improvements along Pine Creek. Staff cautioned that remaining items must be resolved before full occupancy and operations shift from temporary trailers to permanent space.
