The Board of Public Works approved a resolution awarding a public–private build-operate-transfer (BOT) agreement to Garmong Development for the Westfield Police Headquarters Project following a public hearing with no public remonstrations.
Danielle Carey, presenting the BOT agreement, said the guaranteed maximum price arrived about $1.1 million under budget and that the competitive bidding environment produced multiple bidders per major trade. As a result, the project team could consider alternates—such as an emergency operations center fit-out, an outdoor area and landscaping, and an entry monument sign—within the GMP. “This GMP did come in roughly about $1,100,000 under budget,” Carey said.
A public hearing was opened and the board called for remonstration; none was offered. Kim (surname not provided) will assign a resolution number after the meeting. A board member moved and the board approved a resolution of the City of Westfield Board of Public Works awarding a public–private agreement for the Westfield Police Headquarters project to Garmong.
Board members said the BOT approach shifts construction risk to the private sector while allowing the city to purchase a facility focused on public safety.
