Council defers homeland security and urban area security grant applications; member asks to exclude ICE enforcement

The Metropolitan Council voted to defer consideration of a Homeland Security Grant Program application (RS2025-1533) and an Urban Area Security Initiative application (RS2025-1534) for one meeting at the fire department’s request.
Councilmember Swara said she wanted the record to reflect concern in the grant application analysis that some portions of the proposed funding might be used to support ICE enforcement. "Is there a way to separate the part that is for ICE and not apply for that? I just wanted to put that on record," Swara said. The motions to defer each grant application passed on voice votes.
The deferrals give the fire department and Office of Emergency Management the opportunity to clarify the scope of requested activities before the council considers the applications again.
