Commission approves preliminary plat for Wood Glen subdivision subject to DNR wetland exemption

The Oak Creek Planning Commission on Oct. 14 recommended approval of the preliminary plat for the Wood Glen single-family subdivision at 3521 East Oakwood Road, a 38-acre site with roughly 14 acres of wetlands, subject to conditions including provision of a Wisconsin Department of Natural Resources nonfederal wetland exemption letter and required stormwater and development agreements.
Staff said the site’s 38 acres include about 14 acres of wetland in six areas, with the largest wetland in the southern portion. The applicant is pursuing an exemption from the state DNR for the five smaller, northern wetland areas that conflict with proposed roads and buildable lots. The commission’s conditions require that the DNR exemption letter and related engineering approvals be provided to community development and engineering staff before development and stormwater agreements are presented to the common council.
The preliminary plat shows 44 single-family detached lots concentrated on the north portion of the parcel with three outlots (the largest surrounding wetlands, flood-fringe areas and two stormwater ponds). Proposed lot sizes range from roughly 9,000 square feet to about 16,000 square feet with an average lot just over 11,000 square feet; the overall density shown is about 1.83 units per net acre, below the RS-4 zoning allowance of 5.4 units per net acre, staff said. Utilities and access points were shown with two access connections to Oakwood Road and sidewalks proposed on both sides of internal streets.
During public comment, resident Ben Lang (6801 South Town Drive, Madison) asked whether 44 lots represented the maximum development if exemptions were granted; the applicant confirmed 44 lots would be the maximum. Commissioners and staff discussed stormwater management, the need for engineering review, coordination with Oak Creek Water and Sewer Utility, access and traffic impacts on Oakwood Road and the development’s sidewalks and bike accommodations. Staff said the engineering department will continue to work with the applicant to complete the stormwater management report and development agreement.
The commission moved to approve the preliminary subdivision plat subject to six conditions including municipal code compliance, coordination with water and sewer utility, required development and stormwater agreements, provision of the DNR wetland-exemption letter to city staff and technical corrections before recording. The recommendation will be forwarded to the common council; final approval is contingent on the conditions listed by staff.
