City approves $1.20 million road impact-fee credit for Tournament Trail extension

The City of Westfield Board of Public Works on Oct. 15 approved a road impact fee credit agreement with GM Land and Cattle LLC tied to the Spring Mill Trails Market Center project, authorizing a credit in the amount of $1,199,939.67 for construction of a Tournament Trail extension.
John Nail, director of public works, said the parcel is located between Ditch and a remnant piece of Casey Road on the north side of State Road 32 and that the credit covers the developer-built extension required by the project's zoning and the SR 32 overlay. “The road impact fee credit amount is in the amount of $1,199,939.67,” Nail said.
Nail told the board engineering staff reviewed and agreed with the construction cost estimate and emphasized the city will reimburse only the amount of impact fees the development actually generates. “They actually come out of pocket to build the infrastructure upfront. And then as road impact fees are generated, we reimburse them over time,” Nail said.
Board members asked for clarifications about the limits of the work, and Nail described the alignment: the extension proceeds due east from the existing Tournament Trail and Ditch intersection and ties into KC Road; required frontage improvements under the SR 32 overlay are included. Nail also said the city may install a traffic signal at the intersection in the future if monitoring shows a need.
The board voted to approve the impact fee credit agreement. The motion was made and seconded and carried on an voice vote.
