Planning commission approves reduced RV hookups, dog-relief area at Love’s Travel Stop

The Oak Creek Planning Commission on Oct. 14 approved an amended site plan for Love’s Travel Stop at 9650 South Twentieth Street to add four RV hookup spaces and a 3,000-square-foot pet-relief area, reducing a previously approved, larger plan.
Commission approval requires that applicable municipal and code requirements remain in effect, that new mechanical equipment and transformer boxes be screened from view, and that the planning-commission approval expire 12 months after the date of approval if a building permit has not been issued.
Todd (City staff) summarized the applicant’s earlier, February 2024 approval, which had shown eight RV stalls (five back-in and three pull-through), hookups for electric, water and sewer, an access drive and a roughly 5,000-square-foot dog relief area enclosed by a four-foot black vinyl-coated chain-link fence. The current amendment removes five of the northern RV spaces and the access drive, leaving four back-in stalls with hookups and reducing the dog relief area to about 3,000 square feet. The applicant also reduced landscaping along Twentieth Street while maintaining the originally proposed screen plantings along Ryan Road.
Applicant Frank Illey, 10601 North Pennsylvania, Oklahoma City, said the Love’s (branded “Luvs” in parts of the presentation) concept is to provide short overnight convenience hookups for cross-country RV travelers. He said the company typically charges about $45 per night, that the average stay is roughly 1.1 nights, and that hookups are intended for travelling RVs (Illey said RVs must be about 10 years old or newer under the operator’s standards). He described an automated reservation system that activates power and other hookups when a guest checks in digitally and said on-site store management monitors the lot on each shift.
Commissioners asked about enforcement against long-term occupancy, turning/backup maneuvers into the spaces and potential traffic effects at the main entrance. Illey said power, water and sewer remain disabled if a guest has not booked an additional night and that store managers patrol the lot three times a day; he estimated a maximum of eight RV vehicle movements daily tied to the four spaces. He acknowledged that backing maneuvers occur over the right shoulder and that the operator has not experienced substantial operational problems at other sites.
After discussion, the commission moved and approved the amended plan with the conditions shown on the record. The motion passed on roll call (unanimous).
