Council approves consent agenda; several grants, contracts and one bill deferred

The Metropolitan Council approved its consent agenda and voted on several individual items at the Budget & Finance meeting, approving multiple grant awards, cooperative purchasing master agreements, and amendments related to affordable housing and public services.
The consent agenda included more than two dozen resolutions and one bill (RS2025-1511; RS2025-1512; RS2025-1513; RS2025-1514; RS2025-1515; RS2025-1516; RS2025-1517; RS2025-1518; RS2025-1519; RS2025-1520; RS2025-1521; RS2025-1522; RS2025-1523; RS2025-1524; RS2025-1525; RS2025-1526; RS2025-1527; RS2025-1528; RS2025-1530; RS2025-1531; RS2025-1532; RS2025-1535; RS2025-1536; RS2025-1537; RS2025-1538; RS2025-1539; RS2025-1540; RS2025-1541 and bill B2025-1049). Council members removed a small number of items from consent for separate votes or discussion before the full consent motion passed. The motion to approve the consent agenda carried unanimously on a voice vote.
Separate actions taken outside the consent vote included:
- RS2025-1523: Authorization of grants not exceeding $9,750,000 from the Barnes Fund for affordable housing (moved off consent, discussed and approved). - RS2025-1524: Authorization of grants not exceeding $6,328,415.10 from the Barnes Fund to reinstate previously expired grants (approved after discussion). - RS2025-1530: Appropriation of $355,200 from the Metropolitan Board of Health to United Neighborhood Health Services, Inc. (approved with one abstention recorded). - RS2025-1529: Appropriation of $174,796 from the Nashville Public Library to Black Lemonade for after-school and summer programming (approved after library representatives described corrective steps for prior administrative deficiencies). - RS2025-1533 and RS2025-1534: Homeland Security Grant Program and Urban Area Security Initiative grant applications were each deferred one meeting at the fire department's request. - B2025-1050: Agreement with Nashville Riverfront Amphitheatre LLC was deferred one meeting.
Several cooperative purchasing master agreements (for elevators, facility assessment services, grounds equipment, lighting, furniture and other items) and amendments to existing housing trust fund grant contracts were also approved by voice vote as part of the consent agenda. A mutual aid and assistance agreement with public and private utilities was approved after committee review.
