Kent County planning commission recommends approvals for telecom tower, rezoning and multiple site plans

The Kent County Regional Planning Commission on an October meeting date reviewed and recommended approvals for a series of land-use applications, including a conditional use for a telecommunications tower, a proposed zoning-map amendment and multiple commercial site plans.

The commission recommended conditional approval for application C-25-02, a telecommunications tower proposed outside the Growth Zone Overlay District. The commission’s recommendation cites the parcel’s AR (agricultural residential) zoning, which the staff report says permits a telecommunications tower as a conditional use, and requires compliance with staff and agency conditions. The recommendation also included a requirement that a red blinking safety light be installed at the top of the tower to “help ensure safety for low flying pilots,” as stated in the motion transcript. The commission vote was recorded as seven ayes in favor of recommending conditional approval.

The commission recommended conditional approval for application C-25-03, an auto wholesale/office use proposed outside the Growth Zone Overlay District on a parcel zoned AC (agricultural conservation). The motion and supporting findings reference the October 2, 2025 staff report and require the applicant to comply with staff and agency requirements and with Delaware Division of Motor Vehicles requirements; the approval explicitly prohibits on-site vehicle storage connected with the wholesale use. The vote was recorded as seven ayes in favor of recommending conditional approval.
