City updates sewer lateral program; council-directed general plan amendment set for October and December reviews

San Luis Obispo utilities staff told developers the city will pursue a general plan amendment to update sewer lateral capacity maps and will return to Planning Commission and City Council this fall to finalize the change.
Staff said the city presented wastewater collection flow study results and options to the City Council on Aug. 19 and the council directed staff to follow up, including a focused study session on the wastewater flow offset program.

Inspection and rebate proposals: staff said Council was supportive of evaluating a private sewer lateral inspection rebate of about $2,350 (not to exceed the inspection cost), to be available to residential and commercial properties within capacity-constrained areas and limited to one rebate per underlying parcel. Staff also reported Council asked them to evaluate expanding replacement rebate eligibility to include multifamily and commercial properties, considering a maximum rebate of $4,000 and possibly tiered rebate amounts by development type.
Matchmaking and outreach: staff described a sewer lateral matchmaking website under development to connect property owners with contractors for lateral replacement work; staff identified Chris Lehman as the lead on the site. Staff also said they plan expanded outreach and education to property owners and the wider community.
Discussion items: staff noted outstanding questions about condition-assessment ratings and about triggers for required replacement following a failed or poor assessment, and said they will provide clearer definitions for council and the public in the follow-up study session.
Staff asked developers and interested parties to watch the city calendar for the Planning Commission hearing and the council date and said they will present updated maps and text changes to replace the map currently in the city's general plan.
