Public works staff updated the committee that the Kelly Place stormwater management project is about halfway through chamber installation and described inspection and maintenance plans for the new system.
Staff described the chambers as prefabricated units assembled on site and wrapped with filter fabric; crews fit the pieces like a large puzzle and seal the wrap as sections are placed. The project team expects initial monitoring to include two to three cleanings of access points per year to assess how quickly debris accumulates, with a full vacuum-cleaning cycle on a longer 7–10 year schedule.
The city expects the site to function as a small public amenity with a meandering path, informational signage (part of grant requirements) and plantings; crews will mow and maintain the area and will provide access for a large vacuum truck at designated cleanout locations. Staff said the site will look like a mini park and that grant reporting will require interpretive materials describing the stormwater benefits.
Staff said outreach materials include a project page on the city website and that a contractor has produced drone video of the work; staff encouraged residents to view posted materials for updates. The project is on the list for local stormwater showcase events and, staff said, is in early monitoring stages to confirm performance.
